新华社记者：在刚刚结束的中非合作论坛北京峰会上，中方宣布了一系列对非合作倡议。一些西方媒体称，中方承诺提供资金支持的同时，对非洲国家面临的债务危机和减债呼声保持沉默。同时我们也注意到，峰会期间，很多非洲国家及国际组织的领导人公开表示，不赞成所谓的“债务陷阱论”。请问发言人对此有何评论？

毛宁：王毅外长在北京峰会后共见记者时，总结了中国对非合作的几个特点：一是不干涉非洲内政，真心诚意提供帮助；二是紧贴非洲发展需要，聚焦提升非洲自主发展能力；三是不搞地缘政治博弈，反对在非洲制造阵营对立，反对利用非洲谋取私利。事实上，中非合作论坛成立24年来，为促进非洲发展、改善非洲民生发挥了重要作用，帮助非洲新建升级了近10万公里公路、超过1万公里铁路、近千座桥梁、近百个港口。仅过去3年，中国企业就为非洲创造了超过110万个就业岗位。这些都有助于非洲突破发展瓶颈，从根本上解决债务问题。南非总统拉马福萨等多位非洲国家领导人在峰会期间表示，中国在非洲的投资属于互利合作，不会将非洲推向“债务陷阱”。

事实上，中国从来都不是非洲的主要债权方。根据世界银行的数据，非洲主权外债中，多边和私人债权人占八成，双边债务仅占少数。即便如此，中方始终积极通过双多边渠道帮助非洲减缓偿债压力，是G20缓债倡议的最大贡献方。在本届峰会通过的《行动计划》中，中方也提出了具体免债举措。

正如王毅外长强调，国际对非合作要坚持公正，做到平等，倡导务实。我们呼吁国际社会特别是发达国家和国际金融机构承担起自身责任，帮助非洲国家缓解债务负担、实现可持续发展。
